New Executive Order Aims to Lower Your Mortgage Costs and Streamline Refinancing

New federal housing initiatives could reduce refinancing costs, simplify mortgage requirements, and create opportunities for homeowners and homebuyers. Here's what you should know.

On October 22, 2026, President Trump signed a new Executive Order aimed at reducing mortgage costs, simplifying certain refinancing requirements, and expanding access to affordable housing.

The initiative directs federal housing agencies to pursue several potentially significant changes, including:

  • Lower refinancing costs: Expanding alternatives to traditional lender's title insurance.
  • Simplified refinancing: Exploring reduced appraisal, income verification, and documentation requirements for eligible homeowners.
  • Better loan pricing: Considering reductions to certain Fannie Mae and Freddie Mac refinancing fees.
  • Automatic mortgage insurance cancellation: Developing a pilot program that could eliminate PMI for eligible borrowers when sufficient equity is established.
  • Affordable housing expansion: Reducing regulatory obstacles for manufactured and factory-built homes.

What does this mean for homeowners?

If implemented, these changes could make certain mortgage transactions faster, more affordable, and easier to complete. However, the programs are still being developed, and lender eligibility requirements and implementation timelines have not yet been established.

At DP Mortgage Consulting, we're following these developments closely and will share updates as new programs become available.
